The Regular meetings of the Union County Library Board shall be held on the Second Monday of each month except July and December, at 10:00am at the Maynardville Public Library, Luttrell Public Library, and Sharps Chapel Bookstation. The Chairman of the board will email notices of the meeting date and an agenda to each member of the board and to the Clinch River Regional Library. The Secretary shall email the minutes of the previous meeting a week before the stated meeting date. The secretary shall provide public notice of the regular meetings in the libraries and newspapers.
Special meetings may be called by the Chairman or upon written request of three members of the board for the transaction of business stated in the call for the meeting. Written notice stating the time and place of any special meeting and the purpose for which called shall, unless waived, be given each member of the board at least two days in advanced of such meeting, and no business other than that stated in the notice shall be transacted at such meeting.
The Board shall be composed of seven (7) members, representing the various areas of the county. Members of the board must be Union County residents. Each term is for three (3) years; two term limitation. A member’s term expires in June 30th with at least three (3) years off without reappointment.
The Board shall recommend to the County Commission new members to fill vacancies on the board.
If a member misses two regular board meetings unexcused during the fiscal year, the board may recommend to the County Commission that the board member be removed and a replacement be appointed to serve the remainder of the term. The Board must approve the recommendation for the removal by majority vote. The fulfillment of this term when expired will not count as one of this members two subsequent full terms.
A quorum for the transaction of business shall consist of four (4) members of the board.

Officers of the board shall be elected at the June meeting of the board. The board shall elect a Chairman, Vice-Chairman, and Secretary.
The Chairman shall preside at all board meetings, appoint all committees, authorize payment of emergency expenditures, notify County Commission of vacancies and/or suggested appointees, and generally perform the duties of a presiding officer. In the absence of the Chairman, the Vice-Chairman shall serve as temporary Chairman.
The Secretary shall keep a true and accurate record of all proceedings of the board meetings and send a copy to the board members and the regional librarian; shall issue notices of all regular meetings and on authorization of the Chairman of all special meetings; shall have custody of the minutes and other records of the board; and shall keep a record of the terms of the board members.
The County Fiscal Officer shall have charge of the library funds and sign checks on the account on the authorization of the board. A financial report will be given at each meeting.
Special Committees for the study and investigation of special problems may be appointed by the Chairman, with the approval of the board to serve until the completion of the work for which they were appointed.
Library policies will be reviewed every other year.
These by-laws may be amended at any regular meeting of the board with a quorum present, by a majority vote of the members present.
