Circulation Policies Library Card Information

 

 A library card for the Libraries and Book station of Union County will be issued without charge to any resident of Union County adults and their children who are five years old or more and who reside, work, or attend school in Union County. Own or rent property in Union County or reside in one of the other counties in the Clinch River Region ( Anderson, Campbell, Claiborne, Grainger, Jefferson, Morgan, Scott, Sevier Counties) are eligible for a library card at no charge. Adults must have identification t, preferably a photo ID (copy not kept on record). If you do not have a current address photo ID then one of the following proofs of eligibility showing name and current Union County address is acceptable: bank check, deed, lease agreement, property sales agreement, current year property tax statement, paycheck stub, voter registration, utility bill or utility deposit receipt, or vehicle registration.

 

 

-         A new Patron must provide two (2) forms of identification, preferably a photo ID, or driver’s license and proof of current address such as a bill or other document with name and address on it.

 

Proof for Residence will include:

A.   A Valid Driver’s License

B.    A current Identification Card

C.   A bill from a utility company or retailer addressed to the person and dated in the last three months

D.   A tax bill for a county property

E.    A copy of a current lease or deed for a county property

F.    Checks with a preprinted county address

G.   Valid County ID

 

Child

  Applications for minor children ages 5 to 17 must be signed by a parent or legal guardian. Parent or legal guardian must provide identification at the time of application. We will check the parent’s own record for fines and lost books at this time. In case there are lost books over five ($5) dollars on a parent’s record, we will not accept the child’s application until this matter is settled. We will take fines off immediately when they are paid, and then show the computer screen “00” to the paying person.

 

It is important to make sure that the application is not a duplicate. This may require asking for a maiden name, a middle name etc.

 

 

 

Number of Items Loaned:

   First Time checkout is one book or DVD

After the first time, patrons may check out up to four (4) movies and audio books and up to ten (10) books on one card.

 

Loan Period:

  Most items in the library are loaned out for three weeks (21 Days)

 

Renewals:

    It is not necessary to come to the library if you wish to extend the loan period of a book. Books can be renewed by phone, by simply calling or E-mailing all we need is your name and card number. You also can go online and renew in the card catalog. Books will be renewed for the usual loan period effective the day you phone or E-mail.

 

Reserves:

  Reserves May be placed on all materials

Reserves when ready to be picked up will be held for a customer for three business days

To maintain confidentiality and protect the privacy of our customers, only the customer who has reserved the item will be told its title

 

Interlibrary Loan:

 If you cannot find what you are looking for in the library we can borrow it for you. You must be in good standing. The loan period is for two weeks.

 

Book Drop:

  The Book return is furnished for the convenience of borrowers who may not be able to return their books during library hours. Please put in one books at a time, not a whole bag at once as they get jammed up.

 

Overdue and Fees:

   How to avoid fines: Return items on time or renew items on or before the due date by telephone, by email, online in the card catalog or in person at the library. Make a note of the due date on a calendar. Don’t lend items to anyone else and don’t borrow from others. If you do, you are responsible for the material until it is returned.

 

Let us know if you have a change of address or phone number.

Library privileges may be suspended for the following reasons:

1.     Having overdue materials

2.     Any unpaid library charges for lost or damaged material

3.     An incorrect address when library notices are returned or undeliverable

 

Library Privileges will be restored when all overdue materials have been returned, all outstanding fines and/or fees have been paid and/or new address and phone number have been updated. Non- receipt of notices does not relieve a patron of any fines or fees incurred.

 

Library patrons have an obligation to respect the rights of others by returning library material on time. It is expected that each borrower will ensure that all materials signed out are returned in good condition on or before the due date. A library patron to whom an item is checked out is responsible for that item whether it is lost, damaged or overdue. Loaning items to others does not affect the responsibility of the borrower. For the purpose of the calculation of late charges, an overdue item is deemed one not returned on or before it’s due date. In order to promote the equitable and responsible use of all library materials the library charges damaged, or lost materials according to the following schedule:

Lost or damaged Material: Retail cost plus $5.00 processing fee

Faxes going out Free up to 10 pages then $.10 a page.

                 Faxes coming in Free first 10 then $1.00 per page.

                 Prints B&W from Computer First 10 Free then $.10 per page.

                 Copies first 10 free then $.25 per page.

                 Color Copies $.50 per page.

                

 

Payments:

   Cash only will be accepted as payment for all library fees

 

 

Overdue Notices:

   Patrons with an email address listed in their library account will receive an email. Please Note: Failure to receive a courtesy email reminder of the due date does not waive the library’s right to apply Fees.

 

The first overdue notice will be sent to the email address listed in the library records for the patron account when the item is six (6) weeks overdue. If an email address is not listed in the patron’s library account, the first overdue notice will be sent to the most recent address listed in the library records for the patron account.

 

Failure to return the items within seven (7) working days of the date of this notice will result in a suspension of a cardholders borrowing privileges in library until the account is cleared

 

Failure to return these items within 9 weeks after the original due date will result in a charge to the cardholder’s account for the replacement cost of the materials

 

Second Notice:

The second notice is sent when the item is 9 weeks overdue. This is a bill for the replacement of the books. If the billed items are found, you need only to pay the overdue fines.

 

Special Collections:  Reference and Genealogy

 Are all used in the library ONLY. No checkouts. We can make a copy of a page for you first 10 free then the cost is .25cents per page

 

Mobile Devices and Equipment:

  Are for use in the library only. Checked out with a library card.

 

Confidentiality and Protect the Privacy:

 Privacy is essential to the exercise of free speech, free thought and free association. Protecting user privacy and confidentiality is an integral part of the mission of the Library, librarians, and all other library staff. The American Library Association Code of Ethics states: “We protect each library user’s right to privacy and confidentiality with respect to information sought or received and resources consulted, borrowed, acquired, or transmitted”. In addition the Library Bill Of Rights states: “A person’s right to use a library  should not be denied or abridged because of origin, age, background, or views.”
